You may submit your comments of support or opposition here through Contact Henderson: just click "submit request." Second, if you received a postcard from the City in the mail, you can check the box "support" or "oppose" (or whatever other options are provided) and mail or fax it back to 702-267-1401 (please address it to "City Clerk").
You can also mail or fax a letter to the Mayor & Council. Our mailing address is:

Finally, you may speak at a City Council meeting. Meetings are held the first and third Tuesday of every month. See this link for a City Council meeting schedule.
