The County of Orange Board of Supervisors, with the establishment of an Ordinance on February 5, 2002, created the Orange County In-Home Supportive Services (IHSS) Public Authority. The OC IHSS Public Authority's general functions are: 1) to maintain a Registry of IHSS Providers and conduct Provider recruitment, pre-screening, and criminal background checks for IHSS Consumers who need assistance finding a Provider; 2) to offer free training and support to Consumers and Providers; and, 3) to provide information and referrals.
The OC IHSS Public Authority Registry is responsible for all recruitment efforts, which include conducting interviews, pre-screening and criminal background checks of all potential Providers, and maintains an up-to-date database of available Providers. Orange County IHSS Consumers in need of in-home care Providers can request that the OC IHSS Public Authority Registry database be searched to match a Consumer's needs with a Provider's location and home care skills. A list of available Providers who meet the Consumer's needs may then be sent to the Consumer for consideration. It is then the Consumer's responsibility to actually select and hire an appropriate Provider for his or her particular home care needs. However, although Consumers select and hire their own Providers, IHSS Providers are paid directly by the State of California.

When the County receives your application, it will be assigned to an intake Eligibility Technician (ET). The worker will review tour application and determine if additional information is needed. Once the ET has all of the necessary information, he or she will determine if you are eligible for Medi-Cal. You will get a letter in the mail telling you if your Medi-Cal application is approved or denied. It can take up to 45 days to process a Medi-Cal application. If you are applying for Medi-cal based on a disability, your application process may take up to 90 days or longer.
To inquire about the status of your Medi-Cal application, please contact your intake worker at the contact number on the letter you received in the mail.

- The EBT program allows recipients to use a small plastic card that is similar to a credit card or a debit-type (checking account) card.
- "Golden State Advantage Card" is the name of the EBT card that CalWORKs recipients use. Each recipient is provided with his or her own "Golden State Advantage Card" and individualized Personal Identification Number (PIN). "Golden State Advantage Cards" cannot be used without Personal Identification Numbers.
- The "Golden State Advantage Card" or EBT card may be used just like a debit card at ATMs and Point-of-Sale (POS) devices.
- Each recipient has separate accounts for Food Stamps and for cash aid but both accounts may be accessed using one EBT card.
- If a recipient does not use all of his or her benefits in a given month, the balances will "roll over" to the next month.

Subpoenas for Social Services Agency (SSA) Records
Subpoenas for records of SSA clients must be personally served. The release of records or disclosure of client information will be subject to existing federal, state and County regulations. Each subpoena will be evaluated according to the type of request, the program or service provided to the client, and whether or not the records are confidential, in which case they will not be released.
Generally, the fact that an individual is a past or present client of Social Services Agency (SSA) or has applied for benefits is confidential and will not be disclosed. Further, in most cases SSA is prevented by law from releasing records relating to SSA clients.
Please note that for Children and Family Services (CFS), unless the requestor is a party to a pending dependency case in Orange County Juvenile Court, the requestor must first file a Welfare & Institutions Code 827 petition and obtain authorization to receive copies of CFS records from the Presiding Judge of Orange County Juvenile Court before SSA will release any CFS records.

The production of records pursuant to a subpoena requires an advance minimum payment of $15.00; however, a reasonable cost may also apply, such as, payment of 15 cents per page for photocopying, 20 cents per page for copying from microfilm, postage, clerical costs for locating and making records available not to exceed $24 per hour, calculated to the nearest quarter hour, or any actual costs charged by any third person for retrieval/return of records.
Court Appearance
Generally, an advance deposit fee of $275 per day is required at the time of service of a civil subpoena for appearance at a trial or hearing. A demand for payment of the full amount will be billed to the requesting party after the testimony is complete. (FAQ4988)

Operation Santa Claus provides gifts and toys to Orange County children in need, including: children whom have been abandoned, neglected, and/or abused; children in transition; children whom are physically or mentally challenged; children who are homeless; and, children in foster care or group homes. Authorized by the Board of Supervisors, Operation Santa Claus is the county's only official, county-sponsored, holiday toy drive.
Operation Santa Claus distributes over 58,000 gifts annually and receives assistance with toy collections and distribution through the collaborative efforts of Orange County employees, the U.S. Marine Corps Reserve's Toys-for-Tots Program, community based organizations, local schools and churches, and private companies and individuals. Operation Santa Clause is coordinated and maintained by the Orange County Social Services Agency, working with other County agencies and departments, including, the Orange County Sheriff's Department, the Orange County Fire Authority's "Spark of Love Program," the Health Care Agency, the Probation Department, Housing and Community Services, Child Support Services, and Orange County Libraries, to name a few.
Over 350 volunteers from county agencies and the community have been the backbone of Operation Santa Claus since its inception. What originally began as a small attempt to meet the needs of a handful of children in 1962 has become a major event for the community. Each year residents continue to selflessly donate gifts and cash contributions to Operation Santa Claus at pickup sites throughout the county.

Indicators of Child Abuse
Below are some signs that could be indicative of child abuse or that might help you recognize an existing or potential problem of abuse.
Physical Abuse
Physical abuse may be defined as any act that results in a non-accidental physical injury. Possible indicators or physcial abuse include:
- Bruises, burns, abrasions, lacerations, or swelling caused by other than accidental means
- Belt buckle marks, handprints, bite marks, and pinches
- Child states an injury was caused by abuse
- An injury that is unusual for a specific age group
- A history of previous or recurrent injuries
- Unexplained injuries or conflicting explanations or reasons for the an injury
- A child might be excessively passive, compliant, or fearful
- A caretaker attempts to hide a child’s injuries
Neglect
Neglect is the negligent treatment or maltreatment of a child by a parent or caretaker under circumstances indicating harm or threatened harm to the child's health or welfare. Possible indicators of neglect include:
- A child is lacking adequate medical or dental care
- A child is always sleepy or hungry
- A child is always dirty or inadequately dressed for weather conditions
- There is evidence of poor supervision
- Conditions in the home are extremely or persistently unsafe or unsanitary
Sexual Abuse
Sexual Abuse is defined as acts of sexual assault on and/or the sexual exploitation of minors. Possible indicators of sexual abuse include:
- A child reports sexual abuse or activities
- A child exhibits a detailed and age-inappropriate understanding of sexual behavior (especially by younger children)
- A child wears torn, stained, or bloody underclothing

The Office on Aging & Homeless Prevention is the designated "Area Agency on Aging" created in 1965 by the federal Older Americans Act to be the lead advocate, systems planner and facilitator relative to all aging issues on behalf of all older persons in the "local planning and service area" (Orange County).
Through funding received by the state and federal governments, the Office on Aging & Homeless Prevention either directly provides or contracts out to other service providers many senior programs, such as home and congregate meals, case management, Medicare counseling, information and assistance, health promotion, elder abuse prevention, ombudsman assistance, etc. Additionally, the Office on Aging & Homeless Prevention provides a range of functions related to advocacy, planning, coordination, inter-agency linkages, information sharing, brokering, monitoring and evaluation to ensure effective, comprehensive and coordinated community based systems for older Americans.
There is a particular focus on providing service to those who are underserved, due to cultural, economic or language barriers. The report will be evaluated to determine whether there is enough information to warrant or allow further investigation. A social worker will visit with the child(ren) and the child(ren)'s parents when necessary. If the report indicates there is imminent danger to the child(ren), a social worker will respond to the report as soon as possible, within 24 hours. However, if the report indicates that there is no imminent danger at the time of the call but that there is enough information to indicate the report should be investigated further, a social worker will generally visit the child(ren) and the child(ren)'s parents within ten days, depending on the urgency of the safety and service needs of the family.
Many people are under the misconception that if a family is reported for child abuse, the parent(s) will always be arrested and the child(ren) will be taken away from the family. Although this may occur in cases of serious abuse, families are usually referred to services, such as:
- Counseling
- Parenting classes
- Public assistance agencies
- Other community resources

Persons who have income higher than the limits for SSI/SSP may still be eligible for In-Home Supportive Services but they may be required to pay for part of the services they receive. In addition to the monthly income limits, there are also limits on the amount of resources that a person can own and still receive these benefits. Resources include items such as savings, investments, and certain types of property and personal possessions. However, there are exceptions that apply; not all income and resources must be counted. - Recipients must submit a report each quarter (every three months) containing the information needed to ensure that recipients are complying with all of the rules and that recipients are still eligible for participation in the CalWORKs program. This report is called a Quarterly Eligibility/Status Report (QR 7).

A dependent adult is defined as a person between the ages of 18 and 64 years who exhibits physical, mental, and/or developmental disabilities. Abuse is often divided into four main categories: physical abuse; neglect; psychological or emotional abuse; and, financial abuse. Other types of abuse may include isolation, abandonment, and abduction. Over 225,000 Californians become victims of elder or dependent abuse each year but experts believe the problem to be much larger. The full scope of elder and dependent abuse is unknown due to the problem's hidden and complex nature. Victims often remain silent because they fear retaliation from their abusers. Many times victims remain unnoticed and untreated because they are isolated. Individuals are most often the victims of multiple kinds of abuse. Self-neglect can also be detrimental to an individual's well being and should be reported. While everyone should report suspected child abuse, The California Penal Code provides that certain professionals and laypersons who have a special working relationship or contact with children are legally required or mandated to report suspected child abuse to the proper authorities. The law states that these professionals and laypersons shall report known or suspected child abuse to a child protective agency immediately, or as soon as practically possible, by telephone and shall prepare and send a written report thereof within 36 hours of receiving the information concerning the incident. California Penal Code 11172, subdivision (e), gives mandated reporters who report suspected cases of child abuse absolute immunity, both civilly and criminally, for making such reports. The Social Services Agency (SSA) Purchasing Section is authorized to do business with vendors/suppliers on behalf of all SSA divisions. SSA divisions require various commodities or services to be purchased to fulfill their operational needs. SSA Purchasing conducts business in accordance with the County of Orange Purchasing Policy and Procedures and the County of Orange Risk Management requirements under the supervision and control of the Board of Supervisors. In addition, each County Agency has implemented internal procedures specific to the nature of their respective operations.
Vendors/suppliers may conduct business with the Social Services Agency by responding to various solicitations, such as Requests for Quotes (RFQ), Invitations for Bids (IFB), or Requests for Proposals (RFP). An evaluation process follows a solicitation process. Once the evaluation is finalized, an award is made and a purchasing document/contract is executed. Vendors/suppliers shall receive such document/contract from SSA Purchasing prior to making a delivery or providing a service. Per Contract Overruns Board Policy, adopted in January 2005, unless this process is followed, SSA makes no guarantee that vendors/suppliers will be reimbursed for their goods/services. Vendors/suppliers shall register on-line with the County of Orange via Internet in order to be notified of a solicitation.

There are specific formats used based on the types of solicitation (IFB/RFP); furthermore, there are specific instructions and requirements listed for each solicitation (either on-line or in the solicitation package). Vendors/suppliers shall follow the instructions provided and fulfill the requirements as instructed in order for their bids/proposals to be considered responsive and responsible during the evaluation process. The Solicitation Instructions pertain to the document format and/or the bid/proposal sections, which are required to be completed and submitted with each bid/proposal response.
The Solicitation Requirements are specific to the goods/services requested, such as, proof of insurance, bonds, references, etc. If, for any reason, a Solicitation's specifications or Scope of Services are unclear or confusing, a Solicitation Protest can be filed before the due date (closing date) of the Solicitation. If, upon review of bids/proposals, a vendor/supplier disagrees with the Contract Award selected, a Protest to the Contract Award may be filed immediately but no later than five (5) working days from the date upon which the Notification of Award of Contract was received from the County.
