Cash benefits for the care of needy children may be available when:
- One or both parents in the family are deceased.
- One or both parents in the family are physically or mentally incapacitated.
- The principal wage earner parent in the family is or becomes unemployed.
- One or both parents in the family are continually absent from the home in which the child is living.
